He has over 20 years of experience in funding and developing Silicon Valley technology companies, which dates back to his time spent at Palo Alto Research Center at XEROX PARC. He is an expert in applied technology and has used his expertise as an international consultant for public and private technology work.

Dr. Leif Rosenberger was Chief Economist at the United States Pacific Command and the United States Central Command for the past 15 years. He was twice chosen as the United States Federal Employee of the Year. He ran the New Silk Road Task Force under General David Petraeus, who awarded him the Joint Civilian Service Commendation Medal. He was awarded the Joint Meritorious Civilian Service Medal by Admiral William Fallon, and taught for 10 years at the United States Army War College where he was promoted from Associate to Full Professor of Economics in October of 1993. He held the General Douglas MacArthur Academic Chair of Research and has won 4 faculty writing awards. Access Asia of the National Bureau of Asian Research ranked him it's top expert out of 700 specialists on Asian economies.


Gene Fennell

Gene Fennell is a registered architect and owner of Fennell Design Inc., a design and project management firm. Fennell Design Inc. specializes in public sector work with recent projects including Horace Mann Pool & Park, Pennington County Campus Expansion, Rapid City Public Safety Building Renovation, Rapid City Fire Department – Station #1 and projects for the National Guard and Department of Transportation. Gene led the master planning, design and project management for the development of two major Mississippi Gulf-Coast casino resort and golf course projects with a total value of $800 million. Gene is President-Elect of the BOD’s of the American Institute of Architects, South Dakota Chapter (2016-2017) and is a Founding Board Member of the Custer Area Economic Development Corp; currently serving as Secretary of the Board.
